The Housing Choice Voucher (HCV) Administrative Plan defines the Louisville Metro Housing Authority's (LMHA) policies for the operation of its HCV Program. The HCV program provides rental subsidies to eligible, low-income families so they can afford decent, safe, and sanitary housing. The HCV Administrative Plan is aligned with the Moving to Work (MTW) Agreement by and between HUD and the LMHA. The MTW Agreement governs and supersedes, as appropriate, applicable Federal laws, rules, regulations, contracts, and agreements that have been or will be waived and/or modified by the MTW Agreement and subsequent amendments to the Agreement. This Administrative Plan, in conjunction with the approved MTW Annual Plan, together comprise the operational policies and procedures of the LMHA HCV Program.
